The Political Structure of Santa Fiona

Santa Fiona is a sovereign city state, culturally Vatarese but politically independent for over eight centuries. It is governed by a hereditary Dashif and advised by five powerful merchant houses known collectively as the Great Houses.
The system is stable, long-standing, and widely accepted within the city.
The Dashif of Santa Fiona
The Dashif is the hereditary ruler from House Qadirah, the founding line established by Dashif Haroun Qadirah at the time of independence.
The Dashif:
· Serves as head of state
· Commands the city guard
· Represents Santa Fiona in diplomacy
· Holds ultimate authority in declared emergencies
· Is socially superior to all merchant houses
The Dashif does not govern alone, but no major decision is legitimate without their authority.
The Council of the Five Great Houses
Five merchant houses form the Great Council. They are powerful subjects of the Dashif and control the major trade sectors that sustain the city’s wealth.
Each house dominates a specific sphere of commerce:
House Seidan
Luxury trade, spices, aromatics, rare goods
House Hezhior
Banking, credit, finance, and trade insurance
House Inkatar
Magical materials, arcane reagents, and Lattice-related commerce
House Khajmodar
Caravan logistics, bulk goods, grain, metals, and transport networks
House Veijorin
Foreign trade rights, diplomatic brokerage, and information networks
The Council advises the Dashif and must approve major fiscal and trade policies. While the Dashif commands authority, the Great Houses control the economic engines of the city.

Santa Fiona functions through cooperation.
The Dashif provides legitimacy, military authority, and unity.
The Great Houses provide wealth, trade stability, and economic influence.
Neither can effectively rule without the other.
This balance has endured for generations and is one of the reasons Santa Fiona remains prosperous and politically stable.
